Turkey: Premium Poultry Products-Willingness-to-pay and Investment Opportunities
The Investment Centre Division of the Food and Agriculture Organization of theUnited Nations (FAO) has been working in collaboration with the European Bankfor Reconstruction and Development (EBRD) toward a shared goal of enhancingfood quality and safety along food supply chains of member countries. Throughthese activities, they intend to safeguard human health and well-being whilefacilitating access to domestic, regional and international markets.This study is part of a broader series of FAO/EBRD joint knowledge productson food safety and quality standards and seeks to provide useful analysis onthe key information gaps mentioned above. It focuses on premium poultryproducts in the Turkish context and, in particular, addresses the issue ofwillingness-to-pay for poultry meat and egg product attributes. It builds onearlier analytical and technical work carried out over the course of 2013-2014by FAO/EBRD published as a “Review of animal welfare legislation in the beef,pork and poultry industries” of three EU countries (Italy, Poland and the UnitedKingdom) and six non-EU countries (Egypt, Morocco, Russian Federation,Ukraine, Serbia and Turkey). The main objectives of the study are to: (i) inform policy dialogue on themesneeding special attention to support premium poultry market development and(ii) evaluate returns to investment in premium poultry products in Turkey as wellas the attributes that would be most relevant for the development of dedicatedmarket lines. Using more than 800 respondents for each of the egg and thechicken meat surveys, the study provides a detailed assessment of the averageTurkish consumer’s willingness-to-pay for different quality attributes of meatand egg products, including for higher animal welfare standards. It also providesan initial assessment of potential investment and operating cost implicationsfor selected Turkish producers associated with the implementation of differentquality and welfare standards (both for potential export and local markets), andwith meeting higher quality and welfare requirements. In addition, the studyexamines potential institutional/regulatory obstacles to the development ofhigher quality products in the poultry sector

In 2013 the EBRD and FAO launched a multi country project to improve waterefficiency in selected agricultural value chains The project aimed at providinganalytical support to improve the environmental impact of EBRD agribusinessinvestments and inform policy makers on sustainable paths for specific valuechains in Turkey Jordan Ukraine and the Kyrgyz Republic Although Turkey has more water resources than many of its neighbors in theMiddle East and North Africa it is expected to face shortages in the near future Climate change rapidly rising demand and inefficient practices are contributingto the overexploitation of groundwater resources This is particularly problematicfor agriculture an important sector in the Turkish economy that is also amajor water consumer and highly sensitive to water shortages By 2023 theagricultural use of water especially for irrigation is expected to be the singlemost important source of domestic water use accounting for 64 percent oftotal national water consumption This study elaborates on current and projected trends as well as institutionaland policy issues related to water use in Turkey s agriculture sector It buildson quantitative and qualitative evidence gathered through literature review data analysis as well as substantial field work carried out during the course of2014 and 2015 The objective of the latter was to gain a better understanding ofwater related issues in the country and identify the most important food valuechains in terms of water use and potential for improvement The red meat valuechain was selected for more in depth analysis given its economic importanceand also because it constituted an interesting example of the impact of policieson water use efficiency in the agrifood sector The report provides a valuechain and water use efficiency analysis for the red meat sector building onavailable research and secondary statistics It also includes information on keymarket players as well as sector dynamics and structural characteristics Finally this review identifies key constraints and opportunities for a water smart development of the red meat sector and suggestions in terms of policyDANIŞMAN DOÇ DR HARUN UÇAK 01 02 2015 30 04 2015 TARİHLERİ ARASINDA ULUSAL DANIŞMAN OLARAK GÖREV ALMIŞ OLUP PROJE 2016 UILINDA SONUÇLANDIRILMIŞTIR
