Public Financial Management
This IMFx course is designed to strengthen participants' abilities to assess why Public Financial Management (PFM) is important; and how it supports macroeconomic stability, economic growth, and the achievement of the Sustainable Development Goals. IMFxGovernment Finance Statistics
There are several overarching themes to the course: (1) understanding the government finance statistics (GFS) Framework that underpins the compilation and analytic usefulness of GFS; (2) application of the accounting rules used within GFS and the wider macroeconomic statistical framework; (3) identifying general government and public sector institutional units and grouping them by subsectors; (4) learning how government activities are reflected in GFS and how flows and stocks of public units impact key balancing items, such as net worth, net operating balance and net lending/net borrowing; (5) guidance on some practical approaches to GFS compilation; (6) developing a country-specific GFS plan which guides the improvement and extension of the compilation and dissemination of GFS; and (7) understanding how GFS contribute to fiscal policy formulation, execution and monitoring. The course consists of eight modules corresponding to these themes. IMFxRevenue Forecasting and Analysis
Analyze fundamental principles and trends in tax revenue analysis. Explain the key features of an effective institutional framework for revenue forecasting. Identify data requirements and recognize potential data issues. Recognize the strengths and limitations of different forecasting methods. Quantify the revenue impact of tax policy changes, using input-output tables and micro-simulation models. IMFxPublic Debt, Investment, and Growth: The DIG and DIGNAR Models
In this course, you will learn how these models can be used to analyze several factors that shape the macroeconomic effects of public investment programs. These factors include, among others, the return on public capital, the type of government financing, and the efficiency of public investment. We will pay special attention to the effects on the dynamics of the public debt-to-GDP ratio—where GDP refers to Gross Domestic Product—, since these programs have different effects on this debt ratio. On the one hand, the public investment programs may induce higher GDP growth and thus, higher GDP, and a lower debt-to-GDP ratio. On the other hand, these programs may cause the debt-to-GDP ratio to increase, not only because they may be financed with debt issuance, but also because they may result in lower GDP growth than anticipated, as a result for instance of private sector crowding out effects. IMFxInclusive Growth: Fiscal Policy
This course examines the role of fiscal policy, a combination of expenditure and tax policies, in supporting inclusive growth and highlights best practices for designing expenditure programs and tax policies to foster inclusion. It describes the main goals of an inclusive fiscal policy and the possible tradeoffs between growth and equity. It assesses how various public expenditure programs and tax policy measure could promote or hinder inclusive growth. Finally, the course identifies the challenges and political economy considerations surrounding fiscal reforms and discusses how they can be better implemented to pursue inclusion. IMFx
